The tool support evaluation of the overall effectiveness of the SMS; as a function of both compliance and performance, through a series of indicators based on ICAO Annex 19 and ICAO Safety Management Manual (Doc 9859) and is organised by the ICAO SMS Framework. It provides a common baseline for SMS effectiveness evaluation that creates a sound basis for mutual acceptance of SMS.
