The document describes the process of manpower planning and addresses strategic as well as tactical planning constituents and associated planning problems that have a direct or indirect influence on the planning of quantitative manpower requirements in Air Traffic Service (ATS). Mandatory and complementary elements in staffing that normally are related to the calculation of staffing or multiplication factors and therefore have a direct influence on the number of staff needed to man operational positions are identified and described.
