This document intends to give guidance to managers, manpower planners and staff on the processes involved in Personal and Career Development (PCD) of Air Traffic Controllers (ATCOs). It also provides a framework for the understanding of PCD as a strategic activity in Human Resources Management (HRM) and outlines the constraints which exist in Air Traffic Services (ATS) organisations to implement and maintain a PCD process.
