The document provides a series of guidelines based on experience gained from the implementation of TRM to assist new states to implement this HF tool and experienced states to enhance it. Team Resource Management (TRM) is defined as: Strategies available to ANSPs for the best use of all available resources - information, equipment and people - to optimise the safety and efficiency of Air Traffic Services. EUROCONTROL has been working on TRM since 1994, and now many ANSPs have some form of TRM programme for ATCOs.
