This document identifies consistencies and differences between the requirements published in the EUROCONTROL safety regulatory requirements developed in ESARR 3 and those published in ICAO SARPS. Its main objective is to demonstrate that the requirements and recommended practices for safety management published in Annex 11 Edition 13 are adequately covered within ESARR 3. A sub-purpose is to explain why, for certain requirements, it is necessary to expand on the ICAO SARPS.
