The "Assessment of Changes in the ATM/ANS Part 1" course builds on the knowledge acquired in the "Management & Oversight of Changes in ATM/ANS" course (SAF-CHG-INTRO), the "Change Management Process: First Steps" course (SAF-CHG-FS) or the "Overview of Regulation (EU) 2017/373" course (LEX-INTRO-373). The course provides an overview of the steps to be undertaken during the assessment, from a safety perspective, of a change to the ATM/ANS functional system, covering both its safety assessment and its safety support assessment, if appropriate, as per Regulation (EU) 2017/373 and its AMC/GM.
It combines "theory" and practical exercises, both based on real and topical examples of changes to the ATM/ANS functional system:
- remote tower operations at an international, medium-sized airport (exercises)
- Radio Direction Finder System (RDFS) at a busy ACC (illustration of the "theory")
- Replacement of Voice Communication System (VCS)
- Implementation of an Aerodrome Weather Observation System (AWOS)
The course covers the following topics:
- safety assessment of changes to the ATM/ANS functional system
- safety support assessment of changes to the ATM/ANS functional system
- interactions between safety assessments and safety support assessments
- multi-actor changes and overarching argument
