Hosted on SKYbrary, the Runway Incursion Classification Algorithm (RICA) is a Flight Safety Foundation tool to help determine if an event at a controlled airport was a runway incursion. The algorithm is based on the ICAO definition of a runway incursion, introduced in November 2004, and the guidance provided at Appendix G of the Global Action Plan for the Prevention of Runway Incursions (GAPPRI), published in 2024.
The algorithm generates a certificate of proposed event qualification, which is also based on specific information and criteria provided by the user. This suggested event qualification should be reviewed and interpreted within the user's local context.
